Presbyters from other regions should not offer the sacrifice in the presence of the presbyters [of the place].
The Council of Neocaesarea, title 12.

Discussion:

The canon is a hardly recognisible version of Canon 13 of Neocaesarea (AD 314/319), which forbids rural presbyters to say Mass in the presence of a bishop or an urban presbyter.
