Canon 20
 
De clericis et laicis usurariis.
 
Si quis clericorum detectus fuerit usuras accipere, placuit eum degradari et abstineri. Si quis etiam laicus accipere probatur usuras, et promiserit correptus iam se cessaturum nec ulterius exacturum, placuit ei ueniam tribui; si uero in ea iniquitate durauerit, ab ecclesia esse proiciendum.

Canon 20
 
On clerical and lay usurers
 
If a clergyman is found engaged in usury, he shall be deprived of office and dismissed. If a layman is caught practicing usury, he shall be forgiven, if, after being punished, he promises to stop and no longer exact the payments. However, if he continues this injustice, he shall be expelled from the church.

The exact date of the council and the nature of the Elvira canons continues to be debated. Vilella and Barred 2006, Villela 2014 argue that it is a late, heterogenous compilation created in many phases between the late 4th century and the second half of the 6th. The unitary view is defended by Sotomayor and Berdugo Villena, in Sotomayor, Fernandez Ubina eds. 2008: 89-114.
