Canon 27 of the First Council of Arles (Gaul, AD 314) forbids to admit to a church clerics who abandoned their local church.

Absentem clericum alterius ecclesiae alia non admittat, sed pacem in ecclesia inter fratres simplicem tenere cognoscat.

Let no church admit a cleric who has abandoned his [local] church, but let the peace and unity be kept among brothers in church.

Discussion:

Canon 27 is one of the six canons (24-29) attributed to the First Council of Arles which are transmitted by only two codices (Parisiensis Lat. 12448 and Bodl. 893). Compare with canon 7 of the Council Thelense (North Africa, AD 418), see [275].
 
Bishops (here described as fratres – "brothers") should not accept into their clergy clerics who abandoned their own church. Apparently, doing so had in the past resulted in some troubling quarrels between bishops.

The First Council of Arles gathered in 314 under the auspices of Constantine the Great to solve the controversy between Bishop Caecilian of Carthage and the emerging Donatist movement. The Donatists, dissatisfied with the ruling of the Council of Rome in 313, implored Constantine to summon a new council. The First Council of Arles, however, also condemned the Donatists.
