Canon 26 of the First Council of Arles (Gaul, AD 314) forbids bishops to ordain clerics from other churches.

De aliena ecclesia clericum ordinare alibi nullus episcopus usurpet. Quod si fecerit, sciat se esse iudicandum, cum inter fratres de hoc fuerit petitus.

No bishop should usurp [the right] to ordain a cleric from another church. And if anyone would do so, let him be known that he ought to be judged, after being questioned about it among brothers.

Discussion:

Canon 26 is one of the six canons (24-29) attributed to the First Council of Arles which are transmitted by only two codices (Parisiensis Lat. 12448 and Bodl. 893). Compare with canon 6 of the Council Thelense (North Africa, AD 418), see [274].
 
This canon forbids clerics to be ordained in a church other than the one in which they were ordained for the first time. Hence, this canon does not apply to lay people.

The First Council of Arles gathered in 314 under the auspices of Constantine the Great to solve the controversy between Bishop Caecilian of Carthage and the emerging Donatist movement. The Donatists, dissatisfied with the ruling of the Council of Rome in 313, implored Constantine to summon a new council. The First Council of Arles, however, also condemned the Donatists.
