Canon 21 of the First Council of Arles (Gaul, AD 314) permits the presbyters to serve in a place other than that of their ordination. However, they cannot change their place of residence more than once.

De presbyteris aut diaconibus qui solent remittere loca sua in quibus ordinati sunt et ad alia <loca> se transferunt, placuit ut his locis ministrent; quod si relictis locis suis ad alium se locum transferre uoluerint, deponantur.

Canon 21
 
On the presbyters and deacons who leave the places where they were ordained and transfer themselves to other places, it has pleased us that they will serve in these places. But if after leaving these places they would like to transfer to yet another place, they should be deposed.

The First Council of Arles gathered in 314 under the auspices of Constantine the Great to solve the controversy between Bishop Caecilian of Carthage and the emerging Donatist movement. The Donatists, dissatisfied with the ruling of the Council of Rome in 313, implored Constantine to summon a new council. The First Council of Arles, however, also condemned the Donatists.
