Canon 7 of the Council of Clichy (Gaul, AD 626/627) decrees that only a bishop, not a secular judge, can correct the misdeeds of clerics.
Canon 7
 
Si iudex cuiuslibet ordinis clericum publicis actionibus inclinare presumpserit aut pro quibuslibet causis absque conscientia et permissum episcopi distringere aut calumniis uel iniuriis affici presumpserit, a communione priuetur, sic tamen ut episcopus de reputatis conditionibus clericorum neglegentias emendare non tardet.

Canon 7
 
If a judge dares punish a cleric of whatever rank by public actions or detain him for whatever reason without the bishop's knowledge and permission, or dares harm him by calumnies or injustice, he should be deprived of communion. At the same time, however, the bishop should not hinder the correction of negligence on the part of the clerics, once again considering the situations [they were involved in].

The Council of Clichy was convoked by King Chlotar II on the 27th of September. It is quite problematic to establish the exact year of the council. The acts mention that the bishops gathered in the 43rd year of Chlotar`s rule, but since Chlotar became king either in the end of September or the beginning of October, this could mean either 626 or 627. The synod in Clichy was much smaller in scale than the Fifth Council of Paris called by Chlotar some twelve years earlier. Forty bishops attended the council, and two more sent their representatives, which were one abbot and one deacon.
