Presbyter Philip is also mentioned as a Roman legate at the Council of Ephesus in AD 431 in the confession of faith of Menas of Constantinople and other bishops quoted by Pope Vigilius in his "Constitutum" from AD 553 (Ep. 83 in the Collectio Avellana), and in the letter of the Council of Ephesus to Celestine I from 17 July 431 (Letter 20 in the epistolary of Celestine, PL 50, 521).
