Apiarius, a presbyter of Sicca Veneria in North Africa, was excommunicated for some unspecified crimes by his bishop, Urbanus. In 418 he appealed directly to Pope Zosimus, who sent legates to Africa to assess the charges. The council of African bishops gathered in Carthage in May 419 to address the question. Apiarius was readmitted into communion, and allowed to seek to perform presbiterial duties in other church than Sicca Veneria. He joined the clergy of Tabarka and was excommunicated again, for new crimes. In 424 he appealed again to Rome, and Pope Celestine I sent a legate to Africa to assess the charges; however on the council at Carthage in 425, Apiarius pleaded guilty to all the charges, putting end to the jurisdictional conundrum.
